Show-Me Shield — Suspicious Activity Reporting (SAR)

The Show-Me Shield program supports the Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) — a joint effort by the U.S. Department of Homeland Security, the FBI, and state, local, tribal, and territorial partners to identify and report behavior that may indicate planning related to terrorism or other criminal activity. All reports are received and reviewed by one of Missouri's fusion centers and delivered to the appropriate authorities.

For members of the public reporting suspicious activity, including missing-person sightings or vehicles of interest. Anonymous submissions are allowed.

What is suspicious activity?
Suspicious activity is observed behavior that may indicate planning related to terrorism or other criminal activity. Examples include:
Unusual items or situations
An unattended vehicle, package, or container; substances, equipment, or materials that seem out of place; or activity that doesn't fit the setting.
Eliciting information
Questioning beyond normal curiosity about a facility's purpose, operations, security, hours, or staff — in person, by phone, or online.
Observation or surveillance
Prolonged watching, photography, video, sketching diagrams, taking measurements, or note-taking of facilities, infrastructure, or events without an apparent purpose.
Some of these activities could be innocent—it's important to consider the context of the situation. It's then up to law enforcement to determine whether the behavior warrants investigation.
